Were those copies for Theakstonizing? If so, I'll bet they haven't bought anything since they switched over to scanning.

It was early enough that Theakstonizing was probably being used....that's why they wanted lower grade copies that they could pick up (back then) for a song.

It seems to me that Robin might be a good few years off using the logic that the series starts in the late 40's and DC might want to catch up a bit with Batman (Dark Knight)and World's Finest (Detective having already reached that stage).

Being from another time period than the current archives is one of the things that makes it a good idea. It's the same reason that we got World's Finest when we did--it was a way to get Silver Age stories of Superman and Batman without having to have a Silver Age archive or waiting for the GA volumes to get that far. It's probably one reason we got Supergirl, and it's also why Mary Marvel and Marvel Family would be good ideas.
